Key highlights on regulations, policies, and program funding for the transportation professional
On December 20, 2023, FHWA announced it has opened applications for $9.7B in multi-year funding to improve the nation’s bridges through the competitive Bridge Investment Program’s (BIP) “Planning” and “Bridge Project” categories, which fund bridge planning, repair, and replacement projects under $100M.
BIP is a competitive, discretionary program under the Bipartisan Infrastructure Law (BIL) that focuses on existing bridges to reduce the overall number of bridges in poor condition, or in fair condition at risk of falling into poor condition.
In addition to the NOFO, FHWA is providing a new Benefit-Cost Analysis Tool, an updated Bridge Project Application Template, and a Planning Grant Application Template to help prepare your application.
Back in September, FHWA opened a $9.62B NOFO for FY2023-26 Large Bridge Project grant applications under BIP. Large Bridge Project grants are available for bridges with total eligible project costs over $100M.
Applications are being accepted via Grants.gov through February 19, 2024,
for Planning Grants and March 19, 2024, for Bridge Project Grants
Regular Bridge Project Grants are available for bridge replacement, rehabilitation, preservation, and protection projects, where the total eligible cost is $100M or less.
Planning Grants support projects in early phases of development, where eligible activities include planning, feasibility analysis, and revenue forecasting.
The goal of these grants is to provide BIP assistance for the development of a project that would subsequently be eligible to apply for a Large Bridge Project or a Bridge Project grants.
Large Bridge Project Grants are available for bridge replacement, rehabilitation, preservation, and protection projects with total eligible costs > $100M.
