ISOAP 2-Day Workshop Recording

Posted: 6/20/2025

The recordings of our free 2-day online workshop on Intersection Safety & Operations Assessment Process (ISOAP) and how it can be used to identify your optimal solution and infrastructure investment, are now available.

ISOAP was adopted in September 2024 to update, streamline and rename the Intersection Control Evaluation (ICE) framework to align decision-making with "Safe System Approach" principles & goals.

Workshop participants learned how and why ISOAP:

  • Has evolved into a state-of-the-art alternatives analysis framework & selection tool
  • Produces performance-driven investment decisions based on SAFE SYSTEM goals
  • Simplifies & supports selection of innovative, well-proven but under-utilized solutions
  • Does not usually require additional technical studies

Special Guest Presentations:

  • Affordable Roundabouts, Cities of San Diego & Modesto
  • Making Intersections Safer for People, Dr. Bastian Schroeder, Ph.D. PE, author
  • Saving Time, Money & Lives thru Performance-Based Intersection Evaluation & Design, Brian Ray of Sunrise Transportation Strategies

ISOAP Instructors & Presenters:

  • John Liu, Caltrans D6 Deputy Director, Maintenance & Operations
  • Jerry Champa, Caltrans Division of Safety Programs

Caltrans ISOAP

The Caltrans Intersection Safety & Operational Assessment Process updates the process the Department uses to evaluate proposed traffic control and design geometrics for intersections and other access improvements proposed on the State Highway System.

ISOAP is a data-driven, performance-based framework incorporating the Safe System Approach to screen intersection strategies and identify optimal solutions for new or improved intersections that considers all users.
