State Transportation Innovation Council Incentive Program

Did you know that each state can access up to $100K/year to support the costs of standardizing innovative practices through the State Transportation Innovation Council (STIC) Incentive Program?

This FHWA funding is made available as a way to help STICs foster a culture of innovation and to make innovations standard practice within their states. Overall, up to $5.4M per federal fiscal year is allocated nationally. The STIC Incentive Program is administered through FHWA’s Center for Accelerating Innovation.

Eligible Activities Include

  • Internal assessments
  • Capacity building
  • Developing guidance, standards, & specifications
  • Implementing system process changes
  • Organizing peer exchanges
  • Fostering a culture for innovation
  • Making an innovation a standard practice 

Incentive funding for eligible projects is covered by an 80% federal share, with a 20% non-federal match to be provided by the project sponsor or other allowable funding sources.

What is a STIC?

State Transportation Innovation Councils are an FHWA construct designed to foster a culture of innovation within the transportation community by leading deployment of new technologies and practices in each state.

Each council consists of representatives from federal, state, and local agencies, as well as from industry, academia, and other stakeholders.

Center for Accelerating Innovation

FHWA established the CAI in 2012 to serve as a focal point for identifying and prioritizing innovations.

The CAI fosters collaboration between transportation stakeholders through the STIC Network, bringing together public and private organizations to evaluate innovations and spearhead their statewide deployment.
