Key highlights on regulations, policies, and program funding for the transportation professional
POLICY UPDATE: Tribal Transportation Program (TTP) funds can now be used to meet the 20% non-federal match requirement for Safe Streets & Roads for All (SS4A) awards.
Announced by FHWA Administrator Shailen Bhatt during the 2023 National Transportation in Indian Country Conference in Anchorage, AK, this change came in response to tribes having challenges using SS4A to address their roadway safety issues because of difficulties in meeting the match requirement.
Grant awards from the Tribal Transportation Program Safety Fund (TTPSF) can also be proposed to match previously funded SS4A grant awards or to fund independent components of a larger project proposed for SS4A funding.
Receiving a TTPSF grant does not guarantee the award of an SS4A grant
With this change, USDOT believes more tribes will be able to apply for and benefit from the $1B per year SS4A program. More importantly, Native American and Alaska Native communities will now be better positioned to benefit from the program’s initiatives to prevent roadway deaths and serious injuries.

Established under BIL, the SS4A grant program allocates $5B in discretionary project funding across five years.
SS4A grants support regional, local, and tribal initiatives that prevent roadway deaths and serious injuries as part of Secretary Buttigieg's National Roadway Safety Strategy goal of zero deaths and serious injuries on U.S. roadways.
The Tribal Transportation Program Safety Fund (TTPSF) provides funding to federally recognized indian tribes to address the higher rates of fatal injuries associated with transportation for Native American and Alaska Native populations.
TTPSF is available as a competitive, discretionary program.
