A nationally-recognized “Roadway Safety 101” training series for professionals who aren't safety experts
The Road Safety Champion Program (RSCP) is a nationally-recognized “Roadway Safety 101” training series. It is made for staff in transportation, public health, and first responder agencies who have an interest in roadway safety but are not safety experts.
The RSCP includes seven core modules plus career-focused pathways. Once participants complete the seven core modules and one pathway, they are awarded a Road Safety Champion Program Certificate.
The first module of the Public Health Pathway explores the relationship between public health and transportation through a public health-rooted approach to transportation safety. Participants will learn key terms and principles of public health practices as well as opportunities to integrate public health approaches and considerations into transportation safety work..

Walt Catlett, Safety Circuit Rider
Walt Catlett serves as the Safety Circuit Rider for the National Center for Rural Road Safety. He also helps manage Virginia’s Safety Circuit Rider Program, which has produced more than thirty Road Safety Champions in the past two years.
Walt is an active instructor for multiple Local Technical Assistance Programs to include Texas LTAP, Oklahoma LTAP and Virginia LTAP. He was the Education and Outreach Director for the National TTAP Pilot where he led a team of thirteen subject matter experts who delivered training, technical assistance, and technology transfer across the twelve BIA Regions.
Walt holds a B.S. in Civil Engineering from Texas A&M University and a Master of Strategic Studies from the U.S. Army War College.
