Integrating TSMO into Transportation Asset Management

The recently released NCHRP Research Report 1181 Integrating Transportation Systems Management & Operations into Transportation Asset Management: A Guide provides a comprehensive approach for transportation agencies to integrate Transportation Systems Management and Operations (TSMO) into Transportation Asset Management (TAM).

TSMO asset management applies TAM principles to TSMO assets to improve decision-making, guide future investments, and maximize system performance while minimizing life-cycle costs and risks. Since the early adoption of TAM, state departments of transportation have expanded their risk-based transportation asset management plans (TAMP), which traditionally focused on pavements and bridges, to include additional asset types.

The rapid evolution of intelligent transportation systems has further broadened the asset base to include software, computer networks, communications systems, and hardware such as inductive loops and cameras.

This integration helps ensure that TSMO assets are managed efficiently to support agency goals and operational outcomes by enhancing the performance, reliability, and safety of the transportation system, while optimizing resource allocation and minimizing costs.

Supplemental to this report is the NCHRP Web-Only Document 452 Integrating Transportation Systems Management and Operations into Transportation Asset Management: An Orientation, which summarizes NCHRP Research Report 1182.
