Flood Mitigation Assistance Grants

On April 30, 2026, the Federal Emergency Management Agency (FEMA) released an amended Notice of Funding Opportunity (NOFO) that allocates up to $600M for eligible projects that reduce or eliminate the risk of repetitive flood damage to buildings insured under the National Flood Insurance Program.

Known as the Flood Mitigation Assistance (FMA) grant, this competitive program offers funding to state, territory/local governments, and federally recognized Tribal Nations. Since the National Flood Insurance Reform Act of 1994 was signed into law, funds are used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.

FEMA requires state, local, federally recognized tribal governments, and U.S. territories to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. FEMA chooses grant recipients based on the applicant’s ranking of the project, eligibility, and cost-effectiveness of the project.

Who is FEMA?

The Federal Emergency Management Agency is tasked with coordinating and responding to disasters and emergencies that occur within the U.S., with a primary mission of assisting individuals and communities in preparing for, mitigating impact of, responding to, and recovering from various hazards.

FEMA provides financial assistance, logistical support, and expertise to affected regions, working in collaboration with state and local governments, as well as non-profit organizations.
