All-Way Stops: Improving Rural Safety

Posted: 4/6/2026

WEBINAR: April 9, 2026, 8:00AM - 9:00AM PT [CLOSED]

The Institute of Transportation Engineers (ITE) is hosting a 1-hour webinar on the safety effectiveness of all-way stops.

All-way stops save lives at a fraction of the cost of most other effective intersection safety treatments. All-way stops are not a new or particularly flashy control, but have been an effective tool in the safety practitioner's toolbox for many years. Some of the published studies showing safety effectiveness of all-way stops are from decades ago, and has been proven with past research showing significant reductions in fatal and injury crashes.

Presenters:

  • Jennifer Portanova, PE, State Traffic Engineer, North Carolina DOT
  • Joe Hummer, PE, Traffic Management Engineer, North Carolina DOT
  • Carrie Simpson, PE, Safety Evaluation Engineer, North Carolina DOT

Learning Objectives:

  • Understand the historical safety data from all-way stop signage installation
  • Understand how to utilize all-way stop installations to improve safety
  • Explore the potential for widespread all-way stop implementation
  • Hear case studies from North Carolina’s system that can be transferred
