The California Department of Fish & Wildlife’s (CDFW) Lake & Streambed Alteration (LSA) Program is responsible for issuing LSA Agreements when activities in and around rivers, lakes, and streams may substantially adversely affect fish and wildlife resources.

Fish & Game Code §1610 exempts certain types of emergency work from the notification requirements in §1602. Although notification is not required before beginning emergency work, Project Proponents must submit a notification through the online Environmental Permit Information Management System (EPIMS) within 14 days after work begins, if a project may substantially divert or obstruct the natural flow or substantially change or use any material from the bed, channel, or bank of any river, stream, or lake.
