The National Cooperative Highway Research Program (NCHRP) has released a comprehensive guide on Evaluating the Safety Effects of Automated Traffic Signal Performance Measures (ATSPMs).
ATSPMs provide an alternative to traditional signal timing and have been shown to improve operations at signalized intersections by reducing split failures, arrivals on red, red-light running, and delays. Although not a fully adaptive solution, ATSPMs allow agencies to make near real-time signal timing adjustments based on field data, influencing the behavior of drivers, pedestrians, and bicyclists.
NCHRP Research Report 1170 helps transportation agencies quantify changes in crash frequency and severity associated with ATSPM deployment and develop crash modification factors. The report presents two methods for using crash modification factors (CMFs) to evaluate the safety effects of ATSPMs based on changes in signal timing or operation.

Administered under the Transportation Research Board (TRB), NCHRP is a collaborative effort between the Federal Highway Administration (FHWA) and the National Academy of Sciences.
