Clearing Utilities on Highway Projects

Posted: 3/13/2026

WEBINAR: April 9, 2026, 10:00AM - 11:00AM PT

Ohio LTAP presents "Assessing Ohio's Approach to Clearing Utilities on Highway Projects: Process Improvements," a research results webinar addressing over $30M in construction-related delays incurred by the Ohio Department of Transportation (ODOT) due to utility conflicts, including untimely utility relocations and unmarked or mismarked utility locations.

The current utility relocation process relies on communication and working relationships between ODOT and utility companies, with no practical enforcement tools within the law.

Research Objectives:

  • Common causes of utility-related construction delays
  • Historical analysis of utility delay projects by district, type, duration, & cost
  • Review of ODOT's current utility relocation process
  • Best practices from other state DOTs on utility relocation
  • Recommendations on policies, procedures, & statutory changes

Presenter:

  • Roy Sturgill, Iowa State University
