Safety Navigator for California Communities

The California LTAP (CALTAP) and Caltrans Division of Local Assistance (DLA) are proud to welcome their newest partner, the Safety Navigator for California Communities (SNCC), a statewide training and technical assistance program led by Cal Poly San Luis Obispo.

The SNCC mission is to help local public agencies, tribal governments, and their related transportation partners successfully navigate federal discretionary transportation safety grants.

Securing federal safety funding can be challenging, especially for rural, underserved, and tribal communities that may lack dedicated grant writing staff or experience with complex federal applications. SNCC addresses these barriers by building capacity and providing targeted support to help communities pursue and implement critical safety funding to help ensure that all California communities, regardless of size or resources, can access federal dollars to improve transportation safety.

SNCC offers comprehensive support through monthly training webinars on federal safety grants, timely updates on funding opportunities and deadlines, and one-on-one technical assistance tailored to individual agency needs. This personalized approach helps communities identify appropriate funding programs, develop competitive applications, and successfully implement projects that reduce traffic fatalities.

Discretionary Federal Grants

Discretionary federal grants are competitive funding awards where federal agencies exercise judgment to select recipients and determine award amounts based on merit, rather than a fixed formula. These grants, authorized by Congress for specific purposes, enable agencies to fund projects from states, tribes, non-profits, and universities.
