The Caltrans Division of Local Assistance (DLA) has released the 2026 editions of two essential policy documents that will help you streamline transportation projects and maximize funding opportunities.

Local Assistance Procedures Manual (LAPM)

Local Assistance Program Guidelines (LAPG)

DLA oversees over $1B in annual funding that California's 600+ cities, counties, and regional agencies use to improve their transportation infrastructure and provide transportation services.
