Interregional Transportation Improvement Program

The California Transportation Commission (CTC) will host two hearings for the Draft 2026 Interregional Transportation Improvement Program (ITIP) on Thursday, October 30th, 2025, and Friday, November 7th, 2025, in Orange County and Suisun City, respectively.

The purpose of these hearings is for Caltrans to present their proposed ITIP and provide an opportunity for stakeholders and the public to provide input on the proposal before it is finalized. If you are unable to attend in person, you may participate virtually. 

ITIP is part of the State Transportation Improvement Program (STIP), a five-year investment plan for state transportation money that is updated every two years. Planned capital highway, local road, transit, and active transportation projects may be included in the STIP to receive state funding. The most recent STIP was adopted in March 2024 by the CTC.

By law, 25% of STIP funding is allocated to ITIP for projects that cross metropolitan boundaries to connect different regions. The goal is to enhance the movement of both people and goods across the state in a safe, equitable, and sustainable manner.

About the CTC

The 13-member California Transportation Commission (CTC) is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California.

The Commission also advises and assists the Secretary of the California State Transportation Agency and the Legislature in formulating and evaluating state policies and plans for California’s transportation programs.
