Intercity Passenger Rail Grant Program

The Federal State Partnership for Intercity Passenger Rail (FSP) grant program provides a federal funding opportunity to improve American passenger rail assets by funding projects that enhance safety or expand or establish new intercity passenger rail service, including a privately operated service if an eligible applicant is involved.

The FSP program recognizes that long-distance passenger rail routes and services should be sustained to ensure connectivity throughout the national network and has funding set aside for such efforts. The total funding available for awards under this NOFO is just over $5B to cover and expected 50 awards, however the federal funding share for any project shall not exceed 80%.

Eligible Activities:

  • Expanding or establishing new intercity passenger rail service

  • Replacing, rehabilitating, or repairing infrastructure, equipment, or a facility used for providing intercity passenger rail service

  • Improving intercity passenger rail service performance, including reduced trip times, increased train frequencies, higher operating speeds, improved reliability, expanded capacity, reduced congestion, and electrification

  • Planning, environmental review, and final design of an eligible project or group of projects described above

Eligible Applicants:

  • City, County, & Special District Governments
  • State & Tribal Governments
