Key highlights on regulations, policies, and program funding for the transportation professional

2024 RAISE Grant NOFO

The USDOT announced their Notice of Funding Opportunity for $1.5B in 2024 grant funding through the Rebuilding American Infrastructure with Sustainability & Equity (RAISE) discretionary grant program. 

RAISE helps urban and rural communities move forward on projects that modernize roads, bridges, transit, rail, ports, and intermodal transportation, and that make our transportation systems safer, more accessible, more affordable, and more sustainable.

RAISE discretionary grants help project sponsors at state and local levels, including municipalities, tribal governments, counties, to complete critical freight and passenger transportation infrastructure projects. The eligibility requirements for RAISE allow applicants to obtain funding for projects that may be harder to support through other USDOT grant programs.

RAISE Eligible Projects:

  • Highway or bridge projects
  • Public transportation projects 
  • Port infrastructure
  • Intermodal projects 
  • Surface transportation projects on tribal lands

RAISE Eligible Applicants:

  • States and the District of Columbia 
  • Any territory or possession of the United States 
  • A unit of local government
  • A public agency or publicly chartered authority
  • A special purpose district or public transportation or port authority
  • A federally recognized Indian tribe or tribal consortium
  • A transit agency
  • A multi-state or multijurisdictional group of entities

USDOT encourages applicants to consider how their projects can address climate change, ensure racial equity, and remove barriers to opportunity. In 2023, RAISE grants supported 162 projects across the U.S., a full list of which can be found here.

The deadline for RAISE 2024 applications is February 28, 2024
Selections will be announced no later than June 27, 2024

RAISE in California

Several agencies in California received RAISE grants in 2023. Among the largest, Brightline West received $25M to fund final design and construction of two intercity passenger rail stations and associated facilities in Hesperia and Victor Valley as part of the Brightline West High-Speed Rail Corridor.

Another California awardee, the Palomar Street Grade Separation Project, will separate an existing street from a rail corridor that serves passenger and freight rail capacity, including the right-of-way acquisitions and utilities relocation.
